If the U.S. Navy was on the island of Vieques then why didn't they clean up after themselves and make sure that they had all explosives away from areas that could be affected by them. If it is raising the risk of cancer then why did the just leave it lying there. I think that the Navy should explain to the people of Vieques and take the responsibility of leaving the explosives there.
